In multi-tenant buildings, it’s often necessary to separate completely different functions, e.g. meditation rooms and disco-driven exercise classes. STC ratings of partitions are often an unreliable indicator of isolation.
Building systems can be designed to deliver “just enough” noise, which is actually beneficial by helping mask (cover up) other sounds, as long as it doesn’t interfere.
